Senator Ben Bruce can chill now, data price increase has been suspended

Though the proposed data plan price increase has been suspended but let's just take a look at Senator Ben Bruce's comments on the issue. My problem is that why is he using the word 'they' for the Federal Government when he is also a members of the National Senate?
